NYTVIP provides vouchers, or discounts to fleets across New York state that purchase or lease heavy duty zero-emission BEVs or FCEVs. Program is open/accepting applications, with no set close date.

Voucher amounts are based on a percentage of the incremental cost of the vehicle (the difference in cost between the zero-emission vehicle and a comparable diesel vehicle), up to a per-vehicle cap. Effective March 15, 2024: Class 8 voucher increased from $185,000 to $215,000 per ZEV or 95% of Incremental Cost, whichever is less. Same voucher amounts for BEVs and FCEVs.

To obtain a NYTVIP voucher, fleets must scrap a similar-class diesel vehicle, EMY 2009 or older, that operates at least 5,000 miles annually. NYSERDA no longer requires the vehicle to come from your fleet! Their team will match you with a fleet ready to sell their scrappage-eligible vehicle for you to purchase, scrap, and turn into a brand new zero emission truck without taking any of your vehicles out of operation! $2.3 million available for Class 8 trucks, with additional funding to be added throughout 2024.

Leasing allowed as long as the term of the vehicle lease is at least 5 years from the voucher approval date.

Replacement vehicle must be operated in New York state for at least 80% of the vehicle's operating time for a minimum of 5 years from the date of voucher redemption. Semi-annual Usage Report required by vehicle purchaser or vehicle operator for a minimum of 3 years. Vehicles receiving incentives must be registered with the New York DMV and registration must show both a mailing address and a domicile address in the state.
